Create Event Control web app

This is envisaged as an "administrative" web UI for the setup and control of an chess event (match, or in future other, e.g. Training). Whilst other modes of interaction with K-9's chess functions will later be made available (e.g. voice), the Control App is intended to be first and foremost means of controlling match setup and managing matches as they progress.
