Background service worker doesn't work with hot reloading #1

Note that background service worker doesn't work with Webpack extension reloader plugin. You need to reload the extension from Chrome extensions.

Reason: extension reloader uses window object in the compiled bundle and background service workers don't have access to that https://developers.google.com/web/fundamentals/primers/service-workers

Someone has created a new version to mitigate that, see: rubenspgcavalcante/webpack-extension-reloader#125
