Set up validation of SKOS vocabs #153

Two things:

It should be possible to trigger the validation from the command line
Automatic tests for each PR should be added with GitHub Actions.

There already exists something like this in skohub-docker-vocabs, see https://github.com/skohub-io/skohub-docker-vocabs/blob/acba19dd66bd9cc155be74df10f6951f6d812ff5/.github/workflows/main.yml#L40-L58. We should definitely use the same Shacl shape from https://github.com/skohub-io/shapes.

@fsteeg Is this something you could do?

Note that there is one file in this repo that does not contain a SKOS vocab: lobid-vocab.ttl
