Add email reaminder fo batch updates once a year.

To update the new binary pica file we should get a email reminder stating the internal url where the batch is provided also to update the update start date.

Don't know where the batch is provided. If you know it I suggest to put it here in this issue (the issue is referenced in the script #505). I could also add the URL to the script and mentioning to update the conf (albeit this is implicitly documented reading the script).
