Since the import rule is deprecated in Dart Sass, and will be removed in v3, now there are a lot of deprecated warnings, it's time to remove support for libsass from this project.

Related issue: twbs/bootstrap#41112.

TODOs:

  1. Remove import rule from all related modules.
