Consider the following menu that appears after creating your first set of keys:
First Steps is listed in the middle of the list. Additionally, I prefer the language getting started as this what I see most common as the universal sign of this is what I do first.
I think what is going on here is that there are so many different things one could build the PubNub framework that they are trying to pigeon the developer into just seeing their solution as only a chat application SDK. I totally get that but just like everyone who starts out using Angular builds the Tour of Heros project, everyone who uses the PubNub should build the chat application as it teaches everyone who uses it how the basic SDK features work right away. The developer after doing that can quick checkout whatever else they can do with the SDK after having a simple introduction to the solution working in simple Proof of Concept Application.
Additionally the github repo show each step in a different folder is a bit strange to me. I think its likely better that they just show the finished solution and comment on each line what is doing so it makes more sense.
