Add a Configuration MD file

Problem

Currently the sdk has multiple configs that a developer can use to tweak their desired client beahviour.
Not all of these are documented or easy to find.

Solution

Add a /docs/configuration.md file similar to other hashgraph repos (e.g. relay, MN) to provide an easy reference for docs in the repo.
Also add a link to this in the main README

Those 2 drew my attention but it's more towards the 2nd point you mentioned - a document with all the available configurations available to a dev.
