If we want Handshake to be ubiquitous, the existing DNS TLDs and Alexa Top 100 must be reserved. The snapshot should be taken at whatever point in time the soft fork starts, and it should filter out HNS TLDs already claimed.

Whenever ICANN gets off their ass and opens registrations again, we'll have conflicts but that's not the focus on this proposal. In fact, in that scenario I think conflicts are fine. The HNS TLD owners will have incentives to make their TLD more enticing than the new DNS counterpart and thus the average Internet consumer wins.
