Restore deegree feature store configuration export

Is your feature request related to a problem? Please describe.
Before the update of hale»studio to Java 17, it did contain a functionality to export a deegree feature store configuration. It would be convenient to add the respective functionality again.

Add the functionality similar to what was available before the Java migration.

Additional context
deegree 3.6 and newer use Java 17, so there is a chance that the functionality can be integrated again.
