Implement an Elasticsearch stack POC for monitoring platform security, performance and gathering analytical data to monitor established KPIs

As an engineer on the civic apps platform I need the ability to monitor logs.

Impact

T2: Expose monitoring of all DBs and APIs

Tasks

User will be able to log in to search domain and read logs from established test endpoints

The infrastructure team will establish our strategy for monitoring key performance indicators and how to implement them throughout the platforms projects.
