Update all issues to have instructions for updating the staging deck

Overview

We need to have instructions for updating the staging deck on every issue, so that we can reduce the time it takes to make the staging deck every week, and so that we don't miss issues.

Action Items

• Create the following issues
  • Update issues in the PRIORITIZED BACKLOG column with staging deck links #1968
  • Update issues in the IN PROGRESS column with staging deck links #1970
  • Update issues in the NEW ISSUE APPROVAL column with staging deck links #1971
  • Update issues in the ICE BOX column with staging deck links #1972
  • Update all issue templates with staging deck links and resource links for related issues #1973
• Add the appropriate labels (see 1968), including ready for prioritization
• Add the milestone 03 - Project Manangement
