Map Contains Areas With Data But Can't Be Selected #1861

Describe the bug
A clear and concise description of what the bug is.
Certain areas on the map contain data points, but when hovering over them, they are not highlighted and cannot be selected. At the moment, I came across two sections with data that match this issue: west of Lynwood and west of Huntington Park.

To Reproduce
Steps to reproduce the behavior:

  1. Find Lynwood, to the left find Willowbrook. North west of Willowbrook there is a long section that does not highlight.
  2. Find Huntington Park, to the bottom left find Florence-Graham. Directly left is a square that does not highlight.

Expected behavior
Seeing as these areas contain data, the areas should highlight and populate with information.

Additional context
It's worth noting that there are additional data points outside the highlighted areas to the left of the map that are out of bounds and also cannot be highlighted. I'm assuming maybe the coordinates are missing and as such the area isn't able to populate with a popup?

Consider: we'd like to find the logic that prevents user from seeing an SR modal when hovering over these "out of bounds" SR points
