Organize repository and add existing notebooks

Everything that is uploaded into the content directory will be accessible to the JupyterLite interface on the front end. We want it to be easy for analysts to spin up notebooks and analyze 311-data.

All of the current files and directories inside the content folder contain example data and files that were installed on creation. They could be useful in the future but should be reorganized into an example directory. Links inside of notebooks may need to be updated to reflect these changes.

Notebooks have been created by various analysts for 311-data. Add all existing notebooks to the content folder and organize as necessary.

Acceptance Criteria:

• Directories are reorganized
• 311-data notebooks have been uploaded to the content directory.
