simple page which goes over the rules

This page has to be separated into multiple pages. So the "/rules" page contains some sort of list of all the different sets of rules and then they will each link to their respective sub page "/rules/[subset]". This sounds really complicated but it isn't so dont worry:). Still a good first issue!
