Transitioning from O5 to O1 State When Using ZTE C650 OLT #422
Description
There are scenarios where OLT like ZTE sends a DEACTIVE_ONU_ID PLOAM message although ONU is connected to OLT when it is not registered. This should be added after the Fake O5 part of the GPON Authentication document.
