Docker image: noVNC desktop font issue with Ubuntu 20.04 #4

The fonts on the desktop for the noVNC Jupyter extension break when using versions of the Jupyter base notebook that use Ubuntu 20.04 as their base image vs Ubuntu 18.04.

It's not clear why this happens, but a fix is to fix the version of the base notebook image in our Dockerfile to a version with Ubuntu 18.04 e.g. lab-2.1.1. (Fixed temporarily by this commit: 08aa234.)

Could be a font caching problem.
