Requested via Slack:
Could you please take a look on a draft PR with description for the new escalation step “Declare Incident” (DesignDoc) and change the text as you see fit? This step automatically declares a new incident in the Incident app and will be available only in cloud. It’s not urgent, we are going to release this under the feature flag first to test it on ops.
