Ability to start proxy when it's offline

If the automatic port finding feature of the proxy is disabled and an already used port is configured, it is possible that after some retries the application stops trying on that port and the user currently has to change the port in settings to retry once more.

We should introduce a way to start the proxy when it's offline and it's not automatically restarting.
