ci: Use shared workflows for publishing

To migrate from Drone to GitHub actions we decided not to change deployment workflows to reduce scope of changes. As an intermediate step we use a custom service account for publishing to keep same paths used by deployment workflows.

The task is to use integration-artifacts or repository storage. This will change the path that is used by deployment workflows so they need to be adjusted accordingly.
