Support auth extensions for otelcol receivers

OpenTelemetry Collector supports using auth extensions on receivers. Currently, the auth extensions in Alloy (such as otelcol.auth.basic) can only be used with exporters.

Use case

Protect access to receivers with authentication and align with upstream capabilities.
