All Traffic pie chart tooltip doesn't show on hover after deselecting a segment

Bug Description

When deselecting a segment in the All Traffic pie chart, the tooltip no longer shows on hover.

Steps to reproduce

1. Set up Site Kit with Analytics connected.
2. Navigate to the All Traffic widget.
3. Select a segment in the chart. The tooltip will now remain selected until the segment is deselected, which is as expected.
4. Deselect the segment by clicking on it again.
5. See that the tooltip is closed and will not show again when hovering over the pie chart.
