Update in progress button state for consistency

Feature Description

When a button has a related "in progress" state such as a navigation or background request, we don't always handle this consistently. This is similar to #10281 but specific to the appearance.

For example, when saving settings we include an ellipsis, but in nearly all other similar buttons we do not.
