Add local parent paths when performing transitive Maven dependency extraction

To perform transitive dependency extraction for Maven pom.xml, we may need to walk through the filesystem to find parent POMs.
However parent POM paths are not added to locations in the current implementation #399.
We should find some way to get the parent paths and add them to the locations.
