Question about Synaptic Connections Database code

Hello, I was wondering what the difference between neuron_id, id, and base_neuron_id numbers is in the Synaptic connections database code? I was unsure whether the neuron_id is an id number to describe one neuron, or if it describes a specific part of a neuron involved in a synapse. Thank you!
