if mouse wheel side scroll is possible on hover then no config needed. if not then transparent left and right bumpers could be enabled or disabled.
Are there any existing examples of this feature in other software?

Im not sure if this a browser or server feature. But i would like to let my mouse wheel scroll vertically if possible. If not maybe some semi-transparent buttons that appear on mouse over to scroll left and right. Grabbing that tiny scroll bar is frustrating.

You can hold Shift then Scroll if you want to scroll those horizontal video list.
