How to handle multiple specs at once

Given the spec.md says:

• 👥 Written for business stakeholders, not developers

As I tech staff I want to start the specification as early as stakeholder have a request and do multiple at once to open to discussion, my proposed setup is:

1. /specify [Feature Request]
2. Commit and push
3. Open PR and share with stakeholder for discussions

The only issue I found with this is /specify number all the new created specification as the latest number:

• 004-notification-system
• 004-custom-lanes
• etc.

How do you guys handle that?
