Require conversation resolution before merging branch protection rule ignored; allowed merging PR from stack

Noticed this accidentally, a colleague had what should be a blocking review comment that I had addressed but hadn't explicitly marked as resolved yet. Despite that I was able to merge my PR where I would have expected to be blocked typically.
