Unexpected duplicate paragraph in "Adding repository custom instructions for GitHub Copilot"

Under "Creating repository-wide custom instructions", the paragraph starting "You can create your own custom instructions file" is being rendered twice. It only appears once in the source, so I think this must be a page rendering/generation error.

I'm using Microsoft Edge Version 146.0.3856.62 (Official build) (64-bit). I've verified the problem persists even in a private browsing window, so I don't believe this is a local cache problem.

What changes are you suggesting?

Whatever is causing this paragraph to render twice should stop doing that.

@me-and Thanks for flagging this! It is showing up duplicated for me in the code, so I'll transfer this issue internally and open a PR to fix it, just in case open source contributors can't see it for whatever reason.
