view tool doesn't work with BYOM #994
Description
When using BYOM, the view tool doesn't show images to the LLM. Looking at the transcript, the LLM called view on an image file but only received "Viewed image file successfully." — it never actually saw the image and ended up hallucinating the answer.
This could be because vision is disabled by default in model capabilities for BYOM providers, with no supported way to override it.
