Description of the false positive

False positive for the rule actions/pr-on-self-hosted-runner when runs-on is an expression.

We have an expression for whether the job runs on windows-latest or ubuntu-latest. Neither are self hosted.

    runs-on: ${{ ((matrix.language == 'c-cpp' || matrix.language == 'csharp') && 'windows-latest') || 'ubuntu-latest' }}
