Observability Platform API - Read Data from anywhere

Motivation

APIs run the world. Being able to access our data from everywhere is inclusive and solves the issue of having a dependency on the Management Cluster of our platform. With an API we allow customers to access data also from outside the MC, decoupling the observability capability further from our runtime, which fits into our strategy. Plus we have some customers requiring access to the data from outside the MC (like the WC) and even from outside the installation (like a central Grafana).
