Bump target and compile SDK to 37 in sentry-java

Bump Android compileSdk and targetSdk from 36 to 37.

Currently both values are pinned to 36 in gradle/libs.versions.toml.

I checked gradle/libs.versions.toml—both compileSdk and targetSdk are currently 36. I added that to the body so the diff is obvious.
