Add new documentation and controls for codegen rules files

Problem Statement

Codegen defaults extremely outdated information and practices. We need to make it simpler to get consistent and correct information from them.

Solution Brainstorm

We will create codesnippets that have rulesets that can be applied in a cursorrules, windsurfrules, or clinerules files (or general markdown).

We will also provde explanations on why these are helpful.
