Plugin 0.3 not working

I am using the new version 0.3 and the behaviour is that nothing happens when the plugin is launched. QGIS seems to "process" during a few seconds and that's all, no window nor message is shown.

I have tried to uninstall/install the plugin, and also QGIS but the results are the same.

The first time the plugin is installed an error appears (file [install.txt] enclosed). However reinstalling it seems to solve the problem and the plugin appears in the installed plugins list, but with the issue formerly explain.

Update: The plugin works fine on a laptop from a non-corporate network. Proxy issues may be the cause of the problem reported.
