simplify generate_download_command.py
refactor dem_rsmas.py as dem_minsar.py
refactor minsarApp.bash
rename rsmas_insar repository to minsar
refactor ingest_insarmaps.py
improve create_save_hdff_runfile.py: Should not require *template file as argument
subset.lalo option for mintpy (subset.lalo = 19.23:19.68,-155.83:-155.31) (see Enhancement suggestion: --subset-lalo LATMIN:LATMAX,LONMIN LONMAX option for view.py insarlab/MintPy#1045 )

run_workflow.bash occasionally exits for FAILED or CANCELLED jobs. The reason is not known. We should resubmit the jobs once when this occurs.
