ISE when creating migration adding a function with an unknown type as the return type

When no type Bar exists, adding the following to the schema:

  function bar() -> Bar using (1);

produces the error:

gel error: InternalServerError: UnresolvedReferenceError: reference to an undefined item default::Bar in default::bar@@()
