Support re-running manually created reference checks

Problem to solve

The checks created by #3070 are reference checks for workflow build that the re-run button doesn't work for it

Possible Solution

There is an action param of create a check run which could be helpful

after re-runing dispatch:

• check the status of the dispatched workflow if there is
  • if so, re-request the check run and maintain new status of the queued workflow
  • if not, just follow the current process
