As an admin, copy a dashboard from Folder A owned by User A to Folder B owned by User B, defaulting to Permissions=Destination results in the new object being owned by the user with admin privs, with no access to the destination user at all.

Wait for 7.6 as it is very different when it comes to cascading or inheriting permissions
