Description

We'd like to use version 2 of the AWS SDK when deploying an instance of Sleeper to LocalStack.

Analysis

This includes all usages of the AWS SDK in DeployDockerInstance/TearDownDockerInstance.

This will probably need to wait until after the following issues:
