As a developer using a package I have downloaded on GCentral, I should be able to tag the package with a keyword to facilitate searching #41

Similar to the community tagging mechanism on steam, developers who are using the packages should be able to tag them with relevant searchable tags. The set of tags should not be limited and users should be able to make up their own tags.

This could also be used to supply some "special" tags that allows identifying groups of packages as belonging to a specific ecosystem such as "Linx-Device" support plugins that can be listed and retrieved by the Linx Target wizards.
