Dataset output data doesn't apply paragraph HTML rule

The Dataset objects produced by the validator doesn't apply the exact same functions as the registry which could lead to a difference between what is displayed between the 2.

The main difference is the paragraph HTML rule currently defined in the Dataset WS (we should move it elsewhere so it could be reused by the validator).
