In dynamic environments with URLs for CI run numbers you don't want to wait for minutes until you can resolve the hostname.

To accomplish that, we need to reduce the TTL of the SOA record in the hosted zone: https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/SOA-NSrecords.html
