Accordion component with hover tooltip

I still don't understand how the tooltip is being used; I haven't had the chance to review the Accordion component to see if it originates from there. However, if you could provide me with a brief explanation, it would be helpful.

You can compare accordion and subnav-accordion. The reason why there is subnav-accordion is because accordion has some default styles. I didn’t think they looked good, so I removed them.

@gaofubin I haven't had time to review this issue yet, but the tooltips for the submenus aren't appearing correctly. I've noticed that when you hover over them, the tooltips get covered by other sidebar elements.
