Describe the bug

The Inspector UI in Theme Customizer is still showing the old UI instead of the new UI
This can be seen via Header / Footer / Widgets > Select any Stackable block > Toolbar > More Options > Show more settings
Applies to themes with Theme Customizer such as but not limited to:
- Blocksy
- Twenty Twenty One Theme
- Astra
- OceanWP
- etc...

To Reproduce
Steps to reproduce the behavior:

Activate any theme mentioned above (e.g. Blocksy)
Go to Theme Customizer
Go to Footer (Blocksy widgets are in footer)
Add any Stackable block (e.g. Columns)
Go to Toolbar > More Options > Show more settings
See inspector showing the old UI

Expected behavior

Theme Customizer Inspector UI for Stackable should show the new UI
