maxquant_mqpar fails with pulsar #771

The problem is https://github.com/galaxyproteomics/tools-galaxyp/blob/master/tools/maxquant/macros.xml#L156C23-L156C41, it's not valid to do any file IO in the templating section, as a general principle. In this case the input file points at the location on the pulsar server while the head node does the templating.
