Should we move interactive tools entirely into the Activity bar instead of a toolbox section? Have available & running ITs on the same page.
ITs currently get added to the top of the Activity bar when one is running. Seems odd it should go to the bottom to not change the existing layout?
If the instance has ITs enabled and loaded we should probably show an IT activity alongside the tool panel activity.
