Missing "Create" Button on Histories Page

Describe the bug
On the histories page, there is no "Create" button, unlike the workflows page. This absence is problematic as a typical user would expect to find this option on the history page.

Galaxy Version: 24.1 (2.dev0)

Browser and Operating System
Operating System: Linux
Browser: Firefox

To Reproduce
Steps to reproduce the behavior:

1. Go to the Histories page
2. Look for a "Create" button.
3. Notice that there is no such button available!

Expected behavior
There should be a "Create" button on the history page, similar to the one available on the workflows page. This would make it intuitive for users to start a new history from this page.
