Opengov locks

User had a warning that they are unable to pay for transaction fees despite showing 40,880.4714 HDX as transferrable.

User had:

• 400,000 HDX locked in Council elections
• 444,444 HDX locked in democracy (gov 1)
• 500,000 HDX locked as a decision deposit in opengov
• 1,000,000 HDX locked in an opengov referendum

In our UI, this gave a balance of -461,339 HDX.

On Polkadot OpenGov, it is not possible to vote in referenda using tokens that are used for DD - so it should not have been possible for the user to vote with 1,000,000 HDX.

polkadot.js apps and our UI then did not overlap the locked and reserved balances, meaning that the user was unable to pay transaction fees and became "bricked".
