It seems that we have or will have a need to buyback HDX from different places, such

referrals ( currently done in referrals pallet itself)
ice - leftovers after solution execution
liquidation
transaction fees

Instead of having same buyback support in each pallet , we should consider finding one simple way to perform HDX buyback.

special pallet handling this
there is a new support pallet coming ( unified event PR) - part of that ?
