Make handling unemployed/student more natural

If the applicant is a student or is unemployed/retired, they shouldn't need to enter N/A for all employment related fields. Or if they need to do that, then emp_phone can't be of type 'PhoneNumberField() since 'N/A' isn't a valid US format phone number.
